John Erik Fossum from the REDIRECT project presented new work at the European Consortium for Political Research General Conference 2024 in Dublin, one of the largest international gatherings of political scientists.
The presentation examined the nature of representation in the European Union, offering an overview of the different modes of representation operating within the EU’s multilevel institutional structure. Particular attention was devoted to the EU’s dual institutional character—combining supranational and intergovernmental components—and how this configuration shapes representative practices. The paper discussed phenomena such as constrained party-based representation at the EU level, the “shape-shifting” representational roles of intergovernmental institutions, emerging interparliamentary links between the European and national parliaments, and forms of virtual or surrogate representation involving non-member states.
The conference provided an opportunity to discuss these reflections with an international community of scholars and to contribute to broader debates on the evolving forms of representation in the European Union and their implications for representative democracy in Europe.
